I have no raw water circulation. I can put water in the strainer and it gets pushed out with the exhaust. I just changed the impeller thinking that was the cause. No joy. Note, I am doing this with a clamshell attachment on the out drive. Could it be the thermostat? I was able to blow air through from the intake line at the pump to the out drive intake so I don’t think that it is clogged.

No raw water..? No not the thermostat. Has to be the pump, a blocked water line, something not hooked up right. I'm a little confused by your post myself but I'm not super familiar with your boat's design, but thought I had a good idea. Question your tests.. Using the clamshell is fine. Start by making sure the pump is delivering water to the first connection and just keep following the flow. Someone will hopefully offer better thoughts

It could be a problem with raw water pickup,
maybe a worn out pump, just re-placing the impellor won't fix it, you may need to re-build
or re-place.
also could be as simple as a loose pick up hose,
take a look at the hinge joint on your out drive
and check out the pickup hose and flange, could have separated.
good luck, Ed
