very hard to start - fuel pump?

1987 merc 70hp, elpto, 3 cylinder

on my last outing in november, it was almost impossible to start my engine.
I completely drained my battery turning the engine over.

i then was able to get it going on my 2nd battery. my spidey senses told me i needed to do a carb rebuild before going back out on the lake.

well spring's coming around now, and i took all 3 carbs apart to find they were spotless. next i proceeded to the fuel pump.

the fuel pump has small circular rubber flaps that act as one way valves. they are held in place with plastic circles. the plastic parts were intact, however the rubber pieces were pulled into the openings, making the rubber discs look like flowers, or tulips. they are ruined an severely deformed now.

is this the cause of my NO START?
how could my engine run with these valves like that?

AS long as you squeeze the bulb you should have gas in the carbs to start.
Do a compression test, all three cylinders should be close. How old are the plugs??J

128psi in all 3 cylinders +- 2psi
brandnew spark plugs.

everytime i headed out last year, the engine got harder and harder to start.
i got in about 120 hours of boating last summer and i change the plugs 2x a season.
