Velvet drive shaft turns in neutral

I have a 1985 Silverton 34C with Velevet Drive transmissions. The port side prop shaft still turns when the in the boat is in neutral. There is plenty of fluid in it; however, I am not sure it has ever been changed. It is not stuck in gear, it just kind of slowly turns like the clutch did not fully disengage. Is there an adjustment or something? Is it ready to blow?

Most likely a leaky check ball in your valve assembly

Does this happen on land or in the water? My starboard transmission will spin in neutral on land, but does not do so when the boats in the water.
