valve adjustment 3.0 litre

The Mercruiser service manual says if you're adjusting all the valves, bring #1 piston to TDC and torque all rocker arm nuts to 40 ft/lbs no further adjustment required, wouldn't this be the same if cylinders 2 & 3 were TDC?

I that is the instruction, you shouldn't have to rotate the crank at all. They are torque down rockers on hyd lifters then it makes no difference on crank rotation for adjustment except for maybe that the rocker isn't loaded with valve open spring pressure, but I doubt it.

This is a 99 inline 4 non hydraulic lifters, it just seems too easy an adjustment I'm used to doing each set of valves independently by piston location.

Do you think the TDC of 2 & 3 then torque to 40 ft/lbs will be correct?
