Unknown broken switch box wire

Hello all, I have a new to me mercury 70hp and I have just had a look at it and there is a wire on the switch box that is not connected at all and I was wondering if any of you guys know what it does?

i have included a picture and in case you can’t see it very well it is the one in the very top left of the switch box and the broken wire is just below it but it does seem to blend with the other wire so it may be hard to see but it’s a tan/orangey color.

also, the terminal that it connects to says WHT/BLK.

There appear to be major issues with wiring on that motor.----Quite common on MERCURY from late 1970's.-----Your serial # is ??

Hello, so I pulled back some off the heat shrink for the top terminal wire but it doesn’t have any wire insulation around it.

i also cut back some coming front the top and exposed more of the wire for you to see.

also on the front below the control arm it says “SERIAL NO. 8042384”
