unblocking exhaust reliefs

I have post here about issues with my '79 7.5 Merc. My exhaust relief ports are blocked I shoved a zip tie in there and couldnt fill much,so Im guessing it is further up the block itself. An older gent taking his pooch for a walk said that i should just spray some de-carbonizer( seafoam or ??? ) in there.

And just what makes you think these ports are blocked?

I was told that when I sent it in for a service,they said that all my exhaust is going out the prop,then it cavitates the water pump when in neutral idling. Then it will kill my newer water pump.
