Unable to clear ECM codes on 5.0 OSi-E motor

I put this rebuilt motor into my boat in 2017 and it sat all last year while we moved. Now, while it runs well, it seems to have low power and tops out at 4300 RPM (scan tool and tach both read the same). I have a Rinda techmate scan tool (picture attached) so I hooked it up to see what it says. It has 5 codes stored. I want to clear those codes as they could be old from where I was installing the motor and hooking things up etc. I want to be sure I have fresh data.

After it tells me the codes, it asks me if I want to clear the codes. I say yes and it says "codes erased", but the codes are still there when I read them again right away. This happens while I am out on the water idling, but it also happens in my driveway if I just have the ignition turned on and the engine is not running. I can't imagine it would set codes again (and the same codes at that) if it hadn't been run since the codes were cleared so I am assuming that they are not getting cleared.

I don't know if something is wrong with my scan tool, I don't know how to use it, my ECM is defective, or what is going on. Anyone have experience with one of these that can verify that what I am doing is what should clear the codes? Any other way to clear the codes? The tool says the ECM is an MEFI 3. The ECM came with the motor.

Did you turn the key off for 30 seconds after clearing the codes?

I did not yesterday, but I reread the manual today and I did turn off the ignition immediately after clearing the codes. Did it 2 or 3 times and the codes are still there.

Then the codes are a hard fault.

What does that mean...hard fault? 2 of the codes were 14 and 15 which are the temperature sensor. The scanner said it was 104 and that is about right as I had only run it for a few seconds. The sensor reistance was about right for 104 and I had good continuity for the sensor connectors back to the ECM...which if it is reading correctly, not sure why those codes would be there. Does a hard fault mean they can't be erased? Thanks.

I forgot to mention that the scanner said the code are active. I am not sure why it would have a temp too high or too low active code when the ECM says the temp is 104.

Well, I found out why I can't get this combination to work. I actually have an MEFI 4 ECM (took it off and found sticker on back of it) and my scanner will not interface with that ECM without an update. I was able to read/access the ECM with the program GaryDoug wrote and a cable I built and I was able to clear the codes with the paperclip method. Now to get to diagnosing the real problem. I'll start a new thread for that.

can you give me more info on the progrsm and the cable. it may be useful to others as well as myself
