Two ports not used on fuel pump??

I bought a overhaul kit for my 1983 Mercury 40 HP, 2 cylinder , 2 cycle engine. When I took the cover off I found two ports on the pump not used but looks as if they were covered when the engine/pump were painted. Does this make sense? Should something be on all the ports?
