Not knowing anything about your engine myself (numbers don't ring a bell for me), I would suggest you purchase an original factory shop manual for your specific year and modeled engine. Then you will see many pictures and a ton of knowledge for your engine to see what actually could have happened. The specific manufacturer's shop manual is a must for any owner of any marine engine. Don't buy those after market cover all type manuals, they are too general to cover your engine properly. Hope that helps you out!

Suggest you remove the cover and have a look. The throttle cable may have broken, either in the tiller handle, or more likely where it connects to the timing plate. Your motor is a '96 4hp.

google the number and pick a parts blow up for use in disassembly. There is a friction block, for example, and a thumbscrew for adjustment. That assembly may have broken. I would just take it apart with a parts blow up in front of me -- problem may become obvious when you get in there.
