Tubing with 16 foot starcraft

Over the weekend I took my boat out and tried to go tubing the first time. When I was towing the tube, I found that my engine did not seem to get above 7 miles an hour or so. It normally can go up to 30. It was a one person tube with one person on it. It felt like my 70 horse Johnson was pulling something beyond its capabilities. I find this weird because I have towed a tube with a 40 horse with no issues before. What do you think the problem is? I am not an experienced tube person. But I suspect it has something to do with the pitch of the prop? Thoughts?

I have a 16 ft fiberglass 1990 starcraft with the I/O 4 cyl. My first boat, I'm really new to the water and boats, but I have no problem pulling a tuber or with speed pulling a tuber. I've hit prob about 20 or so mph. Told when I bought it it was propped for out of the hole, not top end. I have hit around 30 or so mph with no tuber with a little throttle to spare.
