Tube Drain for Johnson

Hi, Im rebuilding a evinrude 4hp 1983 model and I just have a quick question.
What does the plastic rod known as a Tube Drain do whilst sitting in the crankcase, what is its purpose?

Also I am missing the lower rod will any harm be done in not replacing it?

Since I quit the service shop in 1978, I gotta confess I don't know the answer to your specific question, but some history might help. Prior to around early 1970s, outboards had drain valves to scavenge the fuel that separated out of the air/fuel charge as it went through the crankcase. That fuel was dumped overboard.

Then, people got concerned about the environment and the overboard drains were redirected to the cylinders or intake manifold for burning, or eliminated altogether.

Looks like you might have a reinvention of the drains. A visual study should reveal where they go.
