Trying to identify Date of Tire

I'm trying to identify the Manufacture date of my trailer tires. Attached are photos with the DOT code. Also I have a question about what PSI I need to inflate the tires . It states Max 75 PSI . Does that mean 75 is max or the recommended PSI ?

I'm thinking it was made in the 33rd week of 2000.
That's 75psi at the maximum load for the tire.

Date doesn’t matter.

Those tires are obviously dry rotted and need replaced
