Just thinking about length restrictions, and I felt the need to soap-box a little. Length controls are a good idea but my observations tell me they are a "catch 22" of sorts. Some anglers (many?) treat fish roughly and abuse the resource with repeated limit catches.
One of my favorite waters is Lake Carmi, a lake that depends on natural propogation for its walleye population. There is a 15" minimum, and a protected "slot" from 17"-19" to foster good spawning populations. I watch many boaters calously releasing "slotties" with obvious irritation, like they are a nuisance. Of course everyone likes to catch the 22's and bigger fish- it's fun! But don't they realize if you kill out the (numerous) slotties with rough releases you wind up with fewer that are both spawning AND growing to 6-pounders?
Hooking mortality on trout is pretty high compared to Pike, Bass, and even Walleye. Lure fisherman like myself and fly fisherman are probably a lot less of an impact on a fishery than worm fisherman. Many "floaters" we see look like they have been gut hooked, often with ripped-out gills.
I release a lot of fish, but I harvest many as well. I like eating fish. The majority are released, however, and I wouldn't release any fish if I didn't think I could catch them again some day. I get irritated when I see other boats around me handling fish roughly. Length controls are a great management tool, but I wish there was some way of controlling the yahoos.
