trouble starting

hello i have

1990 mercury 90hp 3 cylinder

im having trouble starting, when i turn the ignition key all seems ok i.e

the timing is fine the spark plugs spark the compression is fine. sometimes as i release the ignition key the motor reves for half a second or so its really bugging me there is a brand new feul tank with brand new petrol the only thing is i filled the tank with about 17 litres of 95 petrol and a hole pot of redex could this be the problem? ive checked the fuel pump that seems fine to

its a petrol addative used to help clean carb and injectors you have seafoam i think in us
