Trouble starting Nissan 1998 9.8

I have a Nissan 1998 9.8 which will only start after at least 15-20 seconds of cranking. Once it starts up, runs just fine, both cruising and idling. This just started and happens every time I stop the motor. I have changed the plugs, the gas, and the fuel filter and it still happens. Any suggestions on what I can try next? Thanks.

What is the actual model? Assuming this is an M9.8B. Is this an electric start model? Does it have electric choke? Does this happen both hot and cold?

It is an electric start 1998 NS9.8B. It happens all the time, first start, hot or cold. It doesn't have an electric choke. It is so annoying that I leave it running when I get the car to trailer it.

OK, 9.8B. Odd issue. Could be a float height problem or other carburetor issue. I would check over everything: Fuel, electrical, and mechanical, in that order. Does choking make it easier or harder to start (especially hot)? You may want to pull the carb and carefully clean and check it.
