Trouble stalling (idle trouble)

I have a 1990 ski centurion powered by a 351 ford cleveland. Our problem is that we need to set the idle too high (at about 1200-1300rpm) so that it doesn't stall when in neutral. The problem goes away though, if the boat has been running for about 10 or 15 minutes. Do you know what could be going on?

1974 was the last year for the cleveland, you have a windsor.
