Trolling motor full speed- no control

I have a MotorGuide w55 that I have had for a few years on a pontoon,,i just got a new pontoon. I went to hook up the trolling motor on the new boat, and as soon as I plug it in it takes off at full speed, and turning slowly. The remote hand unit and foot units have no effect at all, in fact there are no beeps of acknowledgement, the motor just GOES,,until I have to unplug it to stop. The cable and plug seem to be fine (new), there is a manual breaker on the positive line. Could this be a ground issue?
