Trolling motor/aerator problem

I have a 98 Glastron 185 F/S that will only pump water into the livewell when the aerator switch is turned on, the trolling motor is plugged in and then you have to set on the trolling motor pedal to make both the trolling motor run and livewell pump. I've taken the panel off the front and checked the wiring diagram and everything looks okay. That being said, if I check the voltage meter on the front panel it tells me I'm only getting 12v up there when I think I should be getting 24v. The trolling motor doesn't seem to be running with enough power to actually move the boat at all, just keep it in place against the current. The boat is set up with three batteries so I would think that I should be getting 24v up front. Any help would be nice I'm new to boating, thanks.

The trolling motor and livewell pump circuits should be entirely separate, so there is clearly a wiring problem.
Some questions: What voltage markings, if any, are there on the trolling motor? Is there a switch next to the TM receptacle and if so, how is it labelled? How many batteries do you have, and how are they hooked up?

There are no voltage markings on the TM, there is a 12v/24v switch. Next to the TM recp there is a fuse, which is good, and the aerator switch. There's three batteries, I'm gonna try to today to figure out how they're hooked up or sequenced together.

at the drivers seat is there a another switch for the pump/aerator for the front live well or is that the only switch. The front switch's normally get power from the master switch near the drivers seat so when you turn off the master you do not have to walk to the front to turn off all the switch's there.
Pull the panel again and find the middle terminal wire on the aerator (if its 2 terminals its still the one that's near the center) and see where that is connected to.
