trim tilt problem 95 merc 115

I have a 95 merc 115 hp with the single trim unit. It started going up really slow so i checked the fluid and it was fine. the plug must have stripped out because it quit working at all. i checked it again and it is filled with milk. i got some of the milk out and added fluid now it will go up approx 6 inches and will go down sketchy. i have manually lifted and tried to get the air out manually since the pump wont raise and when i do it fills the resevoir with milk again. i have done this over and over again. is there anything i can do to fix this or how do i get the water/fluid out. is there a way to clean it out or a fix i am missing. thank you with any help you can give.
