Trim@Tilt locked in the up position.2005 150 2stroke

The motor turns but no movement up or down.
The oil's full.
The release is locked in place, won't turn.
Any ideas?
Any rebuild places cheaper than 5 Star?
Easiest way to remove the unit?

Square shank screw driver. Blade sized to completely fill the screw slot. Big adjustable wrench on the screw driver shank. Man up and break the screw loose.

are you saying the tilt and trim motor runs but does not operate the tilt and trim hydraulic system to lift the outboard motor?

and are you talking about the screw(manual release) that Boscoe is talking about
