Oops, Emdsapmgr is correct. It had slipped my mind that the relay setup did not show up until 1981.
To raise the engine manually, look inside a hole that you willl see at the lower side portion of the starboard transom bracket. The screwdriver slot you'll see inside that hole is the manual release valve. Back it out two full turns (no more than 2 turns). This will allow you to lift the engine.
The problem...... check for voltage at the PTT solenoid when you press the up button of the PTT switch. If no voltage = bad switch. If voltage exists = bad solenoid, faulty solenoid ground, poor faulty wiring to PTT electric motor, or faulty PTT motor.
PTT electric motor can be tested directly by running small jumper wires to the electric motor. Black wire = Ground, Green wire = Up, Blue wire = Down.
