Few questions
1-the rudder is off set from the center of the prop,,, do you think this is to remove prop shaft without removing the rudder , or is rudder not in the right place?
2- the boat wants to list to starboard , is this because of the offset rudder or prop spin direction?
3- the trim tabs only open 1.5" ,, should they open wider?
ps trimming seems to do little to nothing with listing to starboard

Don't know which boat this is or which tabs but most likely, this is just how it was made

Do you not think the rudder leaning to starboard under power would not try to right its self then doing so list the boat to starboard?
a second person sitting on starboard side really makes it list depending on their size ,, but 2 people on port side it travels pretty flat

I don't think the rudder leaning would cause the boat to list

Looking at the water line you can see the boat lit to starboard just sitting, so there is more weight on starboard side

I have not seen those type of tabs, don't even see what powers/moves them

Set of trim tabs ( Bennett ) that you adjust at the helm will solve this issue.

Time to replace your stern anode, and the prop shaft ,if it has one . Batteries,location, hot water/holding tanks , tools ,fuel tank location , seating , all come into play when it comes to listing . Along with prop rotation while underway , as noted in a post above . Tucking up one side and dropping the other tab should straighten her out . Have you verified the independent movement of each tab ?

Sounds about right if they're helm controlled tabs.
I'm guessing I have 1.5 - 1.75" of travel between full open and closed

Off topic but I don't think this applies to boating world. I'm very sure a single right hand prop tends to list a boat to port. This is partly why driver positions are on starboard. Agree with others, the OP needs to look at loading...or he could be water logged on starboard.

The top half of the prop has less load then bottom half

I had to think about it for a minute........but you are correct.
I have to use the starboard trim control to level the boat out on the run.

I've never heard that is part of the reason the wheel is on the starboard side . I do know it's there because it's easier to see oncoming traffic when you are supposed to give way to starboard vessels . Along with most people being right handed , it's easier to turn and when backing up you get a better view of the stern and the surroundings. It's more of a natural position, for right handers .
