Trim Tabs Stuck

Starboard side is stuck down, Port is stuck up.
cylanoids operational, electric fine.
Fluid is a little low.
When I try to lower/raise...nothing.
Question: with the boat in the water, how can I free them up?
do I have to pull the boat?

Need to know type and brand before anyone can help you. Are they smart tabs, Hydraulic tabs, Electric tabs??

Ranger, If they are the Bennet-type tabs (Hydraulic) the tabs move up in response to spring pressure. Down is hydraulic presure.

It is likely that the down one has some growth on it's shaft. Tap it up gently to free it up. refill the fluid, and retest.
