Trim not working

I have a 2002 Glastron sx175 with the mercury 3.0 and mercury controls. My trim is not doing anything. Replaced both the trim sender and limit on outdrive. Trim does work if I jump power to the blue: white to go up and green / white to go down. Looking for wiring diagrams. There is a red wire going to switch however it only has 1.2volts going to it when key is on. Not sure if that is normal or not
