Trim motor electrical trouble

Mercruiser 4.3 LXH gen+. Trim motor for the stern drive won't run. The solenoid clicks when start button is depressed. Battery measures 12.5V. I measure 11.5V on the downstream side of the solenoid supplying the motor. I removed the motor and connected directly to the battery, and it runs. Is the 11.5 volts not enough to run the motor? Where might the voltage loss be? Is there another potential cause I am missing? Thanks.

Thanks BT Doctur. Will disassemble and clean all connections first and see if that does it.

If you feel cheap, you can open up the relay and fix it. I did. I'm cheap. It worked.

Disassembled and cleaned all connections. Motor now runs down!..but not up. Must be a bad "up" solenoid. Think I'll buy one to get it running, then take the old one apart and try to fix it for a spare. Thanks.

Just an update. Replaced the upper solenoid and all is working great now. Thanks.
