Trim hose manifold anode question

Had the shop replace both anodes on twin Merc. aplha 1 gen II on my project Sea Ray 300DA. They installed them in approx Nov. Put boat in the (lake) water then and pulled out last Thursday morning.
Both of the new anodes has a thick coat of white looking bubbles (don't think theyu are critters) attached to them and a few stray spots on the drives. The boat is always connected to power keeping the batteries charged. Is this a bad (or lack there of) bonding system, bad (or non functioning) mercathode system? I've read about stray currents at the docks but never have tested for them. (Have Fluke, will travel) I did notice on both of these drives, on the inside of the bilge, the small gnd strap wires are NOT connected to the gimbal plate and neither are they from the lower unit to the gimbal.
Any ideas yes to all of the above?

If everything is not bonded together without all those bonding wires, the protection is hit and miss.
Time to get your Fluke, a test electrode and do some testing if you are seeing corrosion on the drive.
What material anodes did they use? Zinc???? I hope not.
I assume you have have the OEM service manual, look at section 7 for the tests.

Yes I do have the manual. Tell me though, Can I fabricate the test anode for this procedure? Or do I need to order one?

I asked today about what type of anodes he put on and replied, "Zinc". Sounds like I should order some magnesiums. Does the Merchatod simply connect to the anode? Haven't done very much reseach on the mercathode yet.
