trim gauge not working

i have 97 regal lsr 2100 and my trim gauge was flickering from up and down and then just stopped working. is it the gauge or wiring?

I'm guessing it it a Merc outdrive. The sending unit is shot. It is normal.They go after about 2-3 years. Steve

opps sorry. its a volvo penta 4.3l v6 with cobra sx outdrive
