I am not a mechanic but when mine stopped working it was the little spring loaded sensor on the tilt tube crusted up with salt and gunk and stuck in the down position.

The trouble could be: 1) bad gauge, 2) bad sender, 3) bad wiring at the sender, at the gauge, or between the gauge and sender. The gauge needs 12V with the key on, ground, and the sense line from the sender needs to feed a signal to the gauge. If any of those are missing, the gauge won't work.

The sender on the motor the probable culprit. As v12mac says. I had the same problem, salt water got to it and it was stuck in the down position. Although freeing it up did not correct the problem on mine, as the sender itself is bad. There are tests for it explained in the repair manuals.
