"trick" to getting the power head off?

I have a 1973 25 HP Johnson (25R73A) that I am trying to dismantle for parts. I have a manual for a 1968 20 HP Johnson (my current motor), as well as the Seloc manual for Johnson outboards <40 HP. Its really not worth it to me to get a service manual for the 25 HP, as this motor is beyond reasonable abilities to get running again (The pistons are solid lumps of rust, carbon, etc).

I am trying to get the power head off of the exhaust housing, and I was able to identify and remove the 5 bolts holding the power head to the exhaust housing, but there is one that is tucked up under the power head, behind the tiller bracket, that I can't find a reasonable way to get to. In the 1968 service guide for the '68, it mentions that there is a "Phillips head screw" at about this location (which would make sense, as you could get a screwdriver up into this tight space). This, however is not a phillips head screw but rather a hex bolt. I can't get a socket or a wrench up in there to get this bolt off, and there is no guidance in the Seloc manual about removing the tiller handle first or anything of that nature.

I was wondering if anyone knew of a way to get to this bolt to take it off so I can lift off the power head.

Since it's a parts donor motor, just shear it off with a cold chisel or other brute force method.
