Jim: I've got a 31' travel trailer, and have a little experience rebuilding travel trailers.
You'll find he travel trailer to probably have a couple of 3500 pound axles with twin electric brakes. Depending on the quality of the travel trailer, the weight of the trailer including all the guts may be more like 5000 lbs. Stripping the travel trailer from frame will be a bunch of work, and you'll probably be surprised how weak the travel trailer frame is stripped.
Using the frame the travel trailer would probably work, but you may need to add some supports, or possibly take out some supports. Who knows if the trailer will be properly balanced for a pontoon boat when stripped. If you had a wreck with such a trailer, you may be open to some liability issues due to the original intended use of the trailer.
You can buy a new 24' pontoon trailer for $2000 from many sources. Used trailers can be found for half that amount. I personally would suck it up and buy a trailer made for pontoon boats.
