Trailstar trailer surge brakes

Hi guys, I have a tandem trailer with surge brakes on one axle. Last weekend I had a drum lock up. I am going to replace the brakes on both sides, but this is the first time I have done this on a boat trailer. I ordered brake clusters complete for both sides. My question is, how do you bleed the surge brakes/ also, any other pointers on this job would be appreciated. it is a 1999 trailstar trailer.

This should be the best time for you to consider disc brakes.
