I have a new tow vehicle that as I pull my boat it seems bouncy, just replaced trailer leaf springs, ride height came up about 1" -1 1/2", my question is.... would it be better if the tongue is up or down when towing it? seems like all the hitches I have are either too high or too low and I can't find one that will make it level. so which way is better?

Trailer needs to be level, so get a drop hitch to lower, or flip around to raise it. You want 10 percent of the load on the tongue. Also need goo shocks on the tow vehicle

Got a pic of the rig?

As AllDodge said, trailer should be level ( safest and besides, looks better) with at least 10% weight on the tongue. A bit more weight on the tongue won't hurt but too much weight aft will make you fishtail. That's why you load any trailer with more weight forward.

I agree with others that level is best but if you have to choose between a little high or a little low, go with lower. This will bring the boat a little closer to level as it sits on the ramp. If you are using a steep ramp with the tongue too high up, it is more difficult to get the bow the last couple of feet up which may force you to back the trailer in really far (you may not be able to do so on a short ramp). Some boats on the upper limits of being trailer able are set up to be bow down on the trailer for this reason.

The main reason you want the trailer level is for tire wear. The trailer is actually aligned for the maximum load as per the axle rating. The alignment consists of toe and camber adjustment, no caster as it is not a steering axle. This is why most trailer axles are bent in the middle - that is how they adjust toe and camber so try and keep it level when pulling and you'll get great tire wear, also every couple of years get it aligned by a GOOD alignment shop that knows what they are doing.
