I have a tracker targa v20. Water is trapped beneath the floor and held in pools by the flotation foam. It’s trapped. It’s holding a great deal of water. It has provided accelerated corrosion of two of my my seat bases. Virtually has corroded to nothing and has began a good case if rot to the floor decking. Has anyone encountered this? Looks like a very bad foam job.....

Bad foam job? Yep, probably, it was never meant to be seen by the customer.

Rotted deck because of trapped water? Yep, probably...

Remove deck, remove all foam and assess hull. It may be worse then you think.

Wet foam holds water against the bare aluminum w no air flow or oxygenation. Leads to galvanic corrosion. Some hulls look like swiss cheese because of it.

Boats arent weather-proof, must be kept covered, bilge plug out, bow high and kept dry when not in use.

OMG what a concept. You mean you can't just put it alongside the house all Winter long and it'll be fine in the Spring?

Sorry, just being sarcastic. What you said is what Grandpa told me 60 years ago. It's just sad that many people never got the memo.
