Tracker Pro guide v 16 rack and pinion steering problem.

I have a tracker boat just got done cussing and swearing at it while i was taking it apart. I diconnected the steering form the motor and the motor turns nicely. I took the peice out from under the wheel and the wheel moves fine so it has to be some part of the cable. That out of the way I tried to take the the sleeve out of the motor to see if I could relube/clean that but I couldn't get it to slide out. So I couldn't relube it. I grab ahold of the cable i can slide the outer sleeve back and forth no problem but the inner one works hard. When I do get it to move I get a brown slim/grease that come out on the inner and outer sleeve.

Is there an easy way to remove these sleeves it seems I have to move the engine over to ge the sleeve all the way out. The boat is only and 07 so I find it hard to believe the cable is garbage. Any help would be apprecaited.
