tough to steer

I have a Glastron 2005 gs 249 cabin cruiser. Last two times I had my boat out it is noticeably difficult to steer. Seems to vary and get tougher the faster I go? After the first trip I noticed some oil or hydraulic fluid when I pulled it out of the water and took out the plug. I worked a lot on it this weekend. Looked . over the hoses and didn't see a leak, crack or any issue? In fact it turned fine out of the water. Took it out today to test and same issues steering but no more oil/ or fluid drained out. Really tough to turn right. Almost like it has a rope around the prop or something. I looked for diagrams of the steering system and didn't have any luck finding one. Any suggestions on where to start? :confused:

Ayuh,... Welcome Aboard,.... Is there any oil left in the pump,..?? any odd noises,..??
