Torqueing Head Bolts on 1975 9.9Hp Evinrude

I am changing the cylinder head on my motor and found that when I took off the head bolts, , I couldn't get my rachet on the two at the bottom due to confined spacing. I had to use a 3/8" wrench. My question is, how do I torque them down when I put the new one on, if I cannot get my torque wrench on the two at the bottom?

I did not plan to take the powerhead off completely, just the cover. Anyone had this issue before?

I had the same issue with my motor. I did not however look into taking the plastic cowling off the motor. That may be an option.
