torque on johnson 1985 60 hp crank case

Hello, I was wondering about the torque values on my 60 hp johnson, 2 cyl crank case. There are 14 bolts total to install. My seloc book says the upper, center and bottom bolts be torqued to 19 ft lbs (these bolts, 6 each are 3/8 in dia.) and that torque makes sense. The other bolts (8 ea 1/4 inch bolts) seem a little small for that torque. A bolt that size is normally torqued 50-70 in lbs. Should i torque them all to 19 ft lbs?

Yes on the 1/4" bolts. 60-80 " lbs.
