Top RPMS lacking

I have a 1967 FD-21R (20 HP) motor on a 14 foot Wizard boat and motor runs good but seems to be lacking top RPM pulling power. I have cleaned out the carb and changed fuel filter. Also ran a carbon removal in it (seemed to help). news plugs and plug wires.
I looked at the points and it seems like the cam part of points is almost completly worn down. but points still open and close..would this have an effect on top rpm power? do I need to remove head and do a manual job of carbon removal? is there crank seal I need to worry about on crankshaft also?
