Too many holes in transom?

I am about to mount a 90 horse Johnson on an older 18' Starcraft, but only the top two holes match up with the eight existing ones. I hate to drill more holes, but what's the fewest you think I can get by with? Thanks.

First repair all the existing holes... Fill them in, glass over, etc... THEN drill the set you need.
