the hard freezes caught a lot of areas by surprise, so there will be a lot of boats that ordinarily would not need freeze protection that will be damaged--and I don't think we should be too hard on those guys.

There may be some hope, though, in the fact that the freezes were relatively short lived, which may minimize damage you'd see from long-term freezing temps. Surface ice on the water may not be thick enough to hurt anything; temps inside the engine block are higher than outside air--for a while.

I wonder if this would be covered under a standard insurance policy? Living in Michigan, we never have to guess, you either do it (winterize) or you don't. I guess if I even had a remote concern of freeze, I'd be yanking the boat and prepping it for a freeze. But perhaps they don't all have trailers either.
I also do agree that an inch of ice doesn't mean you have a cracked block, the water could actually insulate to some degree. Just not on top? Heck a light bulb in the engine box will stop a lightly freezing situation.
