Tongue jack spins freely

I went to load up my boat yesterday morning and the tongue jack wouldn't rise up to allow my towball to go under the hitch. It also wouldn't go down. I looked at what I think is the only accessable area (popped off plastic cap on the top of the unit) where I saw several worm gears that appeared to be spinning and engaged correctly.
I ended up using a bottle jack to lift it onto the ball and again back off. My son and I could probably have lifted it ourselves but one of us needed to take the wheel off and later, put it back on.

Is there a fix for this or should I just install a new one to the side of the hitch? The current jack is located on center behind the hitch.

They're cheap, but a new one.

There maybe a 25 cent pin of some style thru one of the gears and shaft that sheared off.
