the letter (and possibly a subsequent number after it) indicate the "version" of the model. When a model is first introduced, it's version/model "A". If a major change is made to the design (or whatever) it goes to "B", then to "C" , etc. If a minor change is made it may go to "A2", "A3", or "C2", "C3", etc. As far as what changed, who knows (other than the Tohatsu people). So yes, a "C3" is a later version than the "C2".
