You definitely have a seized pivot system. Place engine on floor with tiller upwards, you will find 2 bolts that secures a inverted U shaped plate that holds locking mechanism against swivel bracket, remove bolts and release U plate, will find a white roller, probably worned out, broken, full of salt, remove it from holding rod, clean rod from salt, debris, lube rod with water grease, clean well old or replace with a new white roller, apply grease internally, over top roller and under U shaped plate, screw bolts back, adjust tight. Locking system should spring back to life. Also check that both lock springs are not stretched out.
Note: Before disassembling pivot system, check how it's assembled and works, or you could experiment miss assembling issues latter...(Info for 2 strokes, 4 strokes should be same)
