Tohatsu m70a stalling out

I recently got my first boat handed down to me by my grandpa, a 17' Sport-Craft bowrider with a 70-horse Tohatsu outboard. I'm pretty sure it's a m70a, it's a 2-cylinder 2-stroke. When I first went to run it, it started up fine and could be throttled all day long in neutral, but if I tried to give it any more than trolling-speed throttle while in gear it would stall out. It was a very long ride from the dry-launch over to my parents' dock. Later, my uncle adjusted 2 screws in the motor and got it to run much better. It would still stall out if we tried to give it full throttle but it could at least make a wake. However, after that it wanted to stall out at idle speed.

Could someone tell me what the screws he adjusted were and why it was stalling out? Is this a repair issue or just further adjustment?

Chances are the carburetors are out of adjustment. Chances are that the carburetors need to be rebuilt.
