Tohatsu M25C2 unsolved mysteries

I have a 96 25hp Tohatsu two stroke w/electric start. I have not been able to get it running properly or barely at all. It will periodically fire and run off what appears to be one cylinder only with the throttle advanced, and will slowly drop in rpm and die. The choke will not keep it running or effect it at all. I measure 160 psi of compression on each cylinder. Here is a list of parts I have replaced.

CD box
Ignition coil/wires
Pulser coil
Plugs
Fuel pump
Carburetor
Upper crank seal
Power leads from battery
Checked timing
Removed and inspected reed valves
Replaced and flushed the gas

I get a good spark on both plugs out of the motor but when I put them in and give it some starting fluid, it won't even cough. I have even sprayed it directly in the cylinders through the plug holes and still got nothing. This leads me to believe it is a spark issue but every time I check them, it fires a good healthy spark that you can see in daylight. I'm at wits end with this motor so any brainstorming will help. Did all those parts test bad?
Are the plugs wet?
Is it so flooded that it can't fire?
Is the carb float height and condition good?

Gee that's a mindbrealking & costly troubleshootting. Are both magnets located inside flywheel intact, have you tampered with upper timing rod distances ?

Are small inside fuel connectors o'rings in good order, that's not worn, letttiing air in and cosequently engine dying ?
