Tohatsu M25c2 peeing problem

Hi all, I am new to this forum, sorry if this has been asked before but I couldn't find the answer, or at least the one that I want.
I have a Tohatsu M25 c2, seems to run really well, the motor is new to me, an has done low hours, rarely used aver last 10 years. I know this as it was in my father in-law's holiday house and he rarely went out over the last 10 years, he had the motor since new.
Problem I have now is that I can't get it to pee when I have the ear muffs on connected to the hose at home running a hose. When I screw the upper water flusher in connected to the hose it pees great, with motor running or not, so I don't think there is a blockage at the top. I first thought I would service the motor by changing gear oil, plugs and impeller. I assumed the impeller was stuffed as I was told it should be peeing all the time.
Well, I have installed the new impeller with no change, in fact the old impeller looked OK, but as I had the lower unit apart I put the new one in any way.
I have only been using it for short runs and can't recall not seeing it pee when on the water. Could the thermostat be stuffed, and would that stop the pump from pumping water up from the lower unit when I was using the ear muffs?

If I have to replace the water pump, does that mean the new impeller was a waste of money?

Water pumps lasts very long, generally 3 impellers to a liner. Therno has nothing to do. You could have a clog where hose is connected to lower powerhead, remove black hose, poke a W-40, Carb cleaner plastic cannula or a plastic tie & wrap sideways, probably clog is there. Also clean outter waterr hole at extreme end of hose. If all is clear, you could have a very low water pressure when using muffs. Does the engine pee normally when at work at idle or wot once on water ?

1. Impellers dry-rot, and need replaced every 3 years or so, regardless of hours run. You might get lucky if the motor was stored in a cool place. Tohatsu impellers are the best rubber compound in the industry, and last longer than most competing brands, but dry rot takes its toll eventually, regardless.
2. In the shop, we never replace just an impeller. For a few dollars more, if you need to service the wp, do the complete wp kit. Same labor, and pumps better, lasts longer. If providing your own labor, maybe do just an impeller, but if so, check carefully for grooving in the cup and wear plate. If ANY wear grooves are seen, do the complete kit.
3. The 25C2 has a sub-strainer under the antiventilation plate in addition to the side inlet strainers (two distinct and separate water inlets). If you want to use muffs, you must either have a tremendous hose water flow, or block off the sub strainer with duct tape -- otherwise, the hose water dribbles out, instead of being forced into the water pump.
4. The thermostat has absolutely no relation to the pee tube. The pee tube indicates that the water cooling system is pressurized -- nothing more.
5. The water plug flushing attachment comes into the cooling system well above the pump, at the power head base. If the pee tube flows OK using that water source, the pee tube is OK. Yes, salt and debris can clog the pee tube, but if it flows OK in the water, and with the flushing attachment on, the pee tube is clear. period. Yes, the motor should always pee when running.

So you have changed water impeller on a low hour use engine. Poke powerhead peeing port and hose's exit plastic nipple, if any is clogged, that's the culprit. Most ear muffs don't seal well against lower water intakes, add poor hose pressure + open lower water sub strainer and will definitely have a low peeing.
