Tohatsu 90 "Pee Stream" question

I have recently aquired a Bayliner Capri 1800 with a Tohatsu 90 outboard. When I went to test the boat int he water, it ran ok, but the pee stream wasn't coming out the outlet hole in the side. There was however lots of water coming out from the motor, around the housing below. I felt the block and it didnt seem super hot. My test ran for about 20 mins, and I did get up to good speed/plane.

When I remove the cowling the water outlet hole is there, but there is nothing directing the water there. Is that correct? Should there be a tube or something to direct the water out?

This is my 1st boat and I am new to outboard engines. I do however know that no pee stream, no go!

There is an outlet on the exhaust plate on the side of the block. There should be a black piece of hose running from there to a white plastic pee fitting that directs the stream outside.

This section of the engine can be found on the engine block page. Everything is available.
