My father inlaw bought a New Tohatsu 9.9 Four stroke, it runs rough, it's hard starting and won't Idle and it feels like there's soemthing bent or out of balance in the thing Is this typical??? Or should he take it back to the dealer???

If it doesn't start on the first pull, something is wrong. It is probably a dirty carb. That engine is a 2003 model or older, so it has been sitting for sometime.
