Tohatsu 9.8 low rpm

I have a 2010 Tohatsu MFS9.8A3EPTS. The rpm at wot will only go to 3000 rpm. The carberator was just rebuilt and all gas lines were flushed out. Motor starts and runs smooth, but will not go over 3000 rpm. The dealer is the one who rebuilt the carbs and flushed the fuel lines. he said every thing was fine.Just wondering if it's something I could check out?

What tachometer pole setting are you using? Should be 12-pole.

What prop are you running? What boat is it on? Since you have the EP model, is the RC box setup correctly -- cables adjusted to the proper length, etc?

Why would you need a carb rebuild on a 2010 motor? Did it ever get correct WOT RPM? Was there contaminated fuel?

I have a similar problem with my same motor (06) . The only difference is that it starts and runs fine revving up to WOT with no load. Once it is in gear and under way it will run erratically. starting out at WOT it will run superb, then drop RPM and run for a while at the lower RPM. A few seconds later will resume at full throttle, then slow down after a short run.
My oil level is about 2/3 of the hash lines on the dip stick. I have added a bit more to bring it up to the top line, thinking that the low oil pressure sensor is kicking in and out. I do not get the red warning light at the lower speeds. Off to try it out now I will report back soon.

The tachometer pole setting is set at 12. The prop I am running is the one that came with the motor. The only number I can find on it is 7.5. The boat is a Carolina Skiff JV13, 413 lbs. The 9.8 was chosen because the lakes I fish in have a 10 hp limit. I guess the RC box is set up correctly, because it seems to work fine. The dealer said he needed to rebuild the carb because the fuel was contaminated. When the dealer first put the motor on the boat, I didn't have a tachometer, I clocked out the boat with GPS at 15 mph. I wanted to install the tach because I wanted to see if I could change the prop to get more speed. When I go out now, GPS only clocks my boat at 9 mph at 3000 rpms. I never had the tach on the boat when I first went out, so I don't know what the rpms were, but according to the factory manual they should be 5600 rpms at wot.Could the ESG over rev RPM limiter been engaded somehow?

You have a very different problem. Best handled in a fresh thread.

2/3 on the dipstick is fine. Over full, even a single drop, can be a problem.

Check your owner's manual... If low oil pressure caused the ESG to limit top speed, it would stay engaged until you shut down and restarted... So that is not your situation.

I would check the fuel system, paying special attention to the low-speed circuit in the carb first, then go through the diagnostic checks for the ignition system. You will want a Factory service manual to guide you with those chores.

Check your owner's manual. Section 12, probably page 66. I may have misspoken. Some of these motors require the tach to be set at 6-pole. That's probably your issue with the 3,000 RPM WOT tach reading.

Your 7.5 prop pitch should be OK. If you load the boat down heavily, a little less pitch may perform better overall. But verify the tach first. You don't ever want too little pitch, or the motor will rev too high at WOT. The ESG should kick in if you try to go over 6,250 or so. The best WOT RPM for these is when they approach 6,000; 5,000 is OK... but... they run better overall if the prop is pitched to hit over 5,500 at WOT.

There is a possibility that the throttle cable from the RC box to the motor is mis-adjusted. Only 1/2 inch wrong could cause your issue, because the throttle lever would not be opening the carb plate all the way. You can check the adjustment yourself as follows: With the motor turned off, the control in Neutral, and the cowl off, disengage the "R pin" and nylon washer from the throttle clevis. Don't tinker with the shift clevis, since you said the control seems to be working OK. The clevis should go on and off the pin of the motor's throttle linkage freely, without having to move the linkage. That verifies that the control is set correctly at idle. Then set the RC control to full throttle, and operate the throttle lever on the motor to WOT. Again, the clevis should line up with the throttle link. If so, everything checks out, and you can reinstall the nylon washer and the R-pin.

I have the so called factory service manual. Could you please guide me to the ignition diagnostic checks? Seems like fouled plugs is the culprit. Thank you

See so-called page 76 of the manual. Don't forget to also check your so-called fuel system as well.

Is there any way to check the ESG over rev limiter? I have a factory service manual, but could not find it .

The ESG is part of the CD module. Unfortunately "the" service manual does not cover your electronics on your model as Tohatsu has not released a manual for the A3...A new manual was just given the final proof and should be out shortly. In the mean time, email Tohatsu at info@tohatsu.com and ask them to send you the current test procedure.

I had the same problem on a new 9.8 4 stroke. Turned out that I had the Tiny Tach set up wrong. Fixed it and found out it was running 5960 rpm.
