Tohatsu 9.8 Increased Power

I have a 2011 9.8 hp.
Is it true that I can change the carberator to a 15 hp carberator to make this a 15 hp motor.
Is so, is there any down side other than fuel usage?

No. The MFS9.8A3 is the big brother of the MFS8, so it is already at the top of the food chain.
